Columbus rental registration: what an independent landlord needs to do

Columbus now requires rentals to be registered every year. Here is the short version, with the city record behind every fact. Updated 2026-10-03.

Who must register

Chapter 4515 of Columbus City Code covers a building, or a part of one, with one or more rented homes. The owner or a local operator files each year [S01]. Owning a single rented home counts. The code lists no small-owner exemption [S01].

Do you live in one half of a double and rent the other half? The code does not list that as an exemption, and the city has not said yet how it counts the unit you live in. Ask Building and Zoning Services before you decide.

When to register

The first window runs 1 October 2026 through 31 December 2026, for calendar year 2027 [S01]. Registration repeats each year; when later renewals fall, the city has not said yet; ask Building and Zoning Services.

Where do you file? The city has not said yet where the online application is. The city page we found for registries covers vacant and foreclosed properties, so start at Building and Zoning Services.

What it costs

The fee is $15 per unit per year, with a maximum of $1,500 per complex, starting with 2027 [S02] [S03]. A unit you add during the year is charged from the day it is first rented [S03].

Late fees: 10% of the annual fees up to 120 days late, and 20% at 120 or more days late [S03]. For exactly day 120, the city has not said yet; ask Building and Zoning Services.

The city can also charge $2 per unit per day if you do not comply with a Notice of Violation by the date it states [S01]. The notice says when penalties may begin. This is separate from the late fee.

The 30-day rules

The local operator rule

You name a local operator, who normally lives within 100 miles. An Ohio real estate license holder can qualify wherever they live, and gives a license number [S01].

Owners of fewer than ten total dwelling units in Columbus, counting units held through a company, may sign a statement instead of naming an operator [S01]. This is not an exemption from registering. The ordinance says both "less than ten" and "no more than ten", so for exactly ten units, the city has not said yet; ask Building and Zoning Services.
